Florida Condo Milestone Inspections: What Associations Need to Know

Florida’s statewide building safety program (mandated by SB 4-D and updates including SB 154, HB 1021, and HB 913) requires milestone inspections to ensure aging structures remain safe. This applies across Miami-Dade, Broward, Palm Beach, Collier, and Lee counties.

Who Is Affected

Condos and co-ops three habitable stories or taller face mandatory inspections starting at:

  • 30 years from occupancy, then every 10 years
  • 25 years for coastal buildings within three miles of the ocean
  • Buildings with certificates of occupancy issued on or before July 1, 1992 must complete initial inspections by December 31, 2024
  • Coastal condos built 1983 to 1997 face the same deadline

Miami-Dade and Broward counties may have additional local processes, but the core requirements are uniform statewide.

The Inspection Process

Two phases depending on what the initial visual inspection finds:

  • Phase 1: Visual inspection by a Florida-licensed engineer or architect
  • Phase 2: Detailed testing if Phase 1 identifies issues requiring further review
  • Reports cover structure, electrical, foundations, roofs, balconies, and more
  • Mandatory repairs required for any deficiencies to pass and avoid unsafe designation
  • In 2026, notices go out for buildings hitting milestones; reports due within 90 to 180 days

Florida High-Rise Fire Requirements

Florida’s statewide fire codes (per Florida Statute 718.112 and the Florida Fire Prevention Code) prioritize resident safety in dense condo buildings. For high-rises 75 feet or taller, full automatic sprinklers or an Engineered Life Safety System (ELSS) are required by January 1, 2027.

Key Requirements

  • Automatic sprinklers in units, hallways, and common areas (or partial in ELSS)
  • Self-closing smoke doors that seal properly and are never propped open
  • Smoke detectors, alarms, and control systems throughout
  • Fire-rated barriers for compartmentation
